NOTICE TO POTENTIAL OFFERORS:




Due to availability and mission priorities the DRAFT Statement of Work (SOW) dated 13 June 2019, has been revised.  The DRAFT SOW dated 13 June 2019 has been significantly revised to no longer include a requirement for dry docking and hull preservation.  The DRAFT Statement of Work dated 13 August 2019 includes only pier-side work items.  As such, the Contracting Officer has made a determination to pursue a  Small Business HUBZone Sole Source procurement with Platypus Marine Inc. authorized under Justification & Approval 440-19-18JA.  This Synopsis has been revised to reflect the aquisition strategy changes as appropriate. 




INFORMATION FOR POTENTIAL OFFERORS:


 


The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a  sole source Small Business HUBZone stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair, and preservation of the IX-536 Floating Crane Barge.

Geographical Area of consideration: This vessel is home ported at Naval Base Bangor, WA.  To facilitate proper government oversight, the facility shall be located in the Puget Sound, WA region.  For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA. All work will be done at the contractor's facility.  The contractor’s facility must possess the capability of accommodating the IX-536 with the dimensions as stated above.


Scope of the SOW:  Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the Contractor's facility. Open, inspect and closeout tanks/voids. Install ballast in stowage compartment. Repair deck track. Repair duel bridge crane. Repair electrical connections in stowage compartment. Repair diesel generator electrical connection. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR.  SEE ATTACHED DRAFT STATEMENT OF WORK FOR MORE DETAIL.


The expected start of the Period of Performance can be proposed by the offeror to allow fitting into the schedule of the offeror. The Period of Performance must commence prior to 12/24/2019. The Period of Performance shall be 35 days from the start date.


This procurement shall be a Sole Source Small Business HUBZone solicitation to Platypus Marine Inc. under the North American Industry Classification System (NAICS) 336611, size 1,250 employees.  The Government intends to post a request for proposal in August 2019 and anticipates award of the Firm-Fixed Price, soul-source stand-alone contract in September 2019 to the responsible contractor on a sole source negotiatied basis in accordance with Federal Acquisition Regulation (FAR) 19.1306.  This procurement is authorized under Justification and Approval (J&A) 440-19-18JA. As required by FAR 6.305(d), J&A 440-19-18JA shall be publicized on the Government Point of Entry (ww.fbo.gov) for a minimum of 30 days.

Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.  PSNS & IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.  This pre-solicitation announcement is released in accordance with FAR 5.2.  Information provided in response to this pre-solicitation announcement is for informational and planning purposes only, will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
