1. Objectives
The overall objective to set up a roster of consultants to facilitate and expedite the process by which UNICEF in PNG will hire the services of artist/illustrator for illustrating key messages that target key right holders such as care givers, young people, health workers, and other key communities members with overall objective of supporting the achievement of programme goals.
2. Specific Tasks
Working under the general guidance of Communication for Development Specialist and/ or Communication Specialist and in close collaboration with the programme focal point, the selected artist will:
1. Provide illustrations for key messages of UNICEF programmes, keeping in mind culture, gender and other diverse sensitivities as per UNICEF guidelines. The illustrations should be usable for diverse audiences and have universal appeal.
2. Attend briefings on specific projects and issues to be illustrated based on the office priorities.
3. Demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds.
4. Ensure effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made.
5. Ensure dignity of subjects, particularly in the context of people living or affected by HIV and children
6. Write succinct, edited and well written captions for all high-quality illustrations.
7. End products
Finalized illustrated images that are appealing with appropriately written, clear and interesting captions
Final products delivered to UNICEF as per agreed timelines.
4. Copyright conditions
UNICEF retains copyright over all images produced/ drawn by the artist/ illustrator during the course of an assignment. Copyright will appear as name of illustrator/UNICEF PNG. The consultant may be required to travel to remote, hard-to-reach areas to better understand the concept they are illustrating.
5. Estimated duration of consultancy
This roster arrangement is expected to have a duration of 2 years (June 2018 to June 2020) with an option for renewal for a subsequent year subject to satisfactory performance evaluation and continuing need for the service.
6. Payment
Rates to be established based on individual tasks/ assignments case by case. Payment will be made upon satisfactory delivery of the final product as approved by the supervisor.
7. Evaluation method and criteria
The selection will be based on technical evaluation that will account for 100 percent score. The criteria for technical evaluation will be as follows:
1. Cover Letter explaining the motivation for applying and explaining how the qualifications and skill-set of the candidate are suitable for this position (4 Min Marks/ 5 Max Marks)
2. Relevant educational qualifications of the candidate (8 Min/ 10 Max Marks)
3. Relevant work experience (8 Min/10Max Marks)
4. Work Samples (25 Min/ 30 Max Marks)
5. At least 2 references from former clients (8min/ 10 Max Marks)
6. Observed practical demonstration of ability (10min/ 12 Max Marks
7. Qualifications:
University degree in art or any relevant field. (or an additional 4 years experience in lieu of a degree). Relevant additional training and/or certificates in illustrations or photography an asset.
Experience:
Minimum three years experience in illustrating messages, especially for the development sector.
Language:
An excellent command of the English language both written and oral
Fluency in written and spoken Tok Pisin is an advantage.
9. Policy/Administrative issues
Conditions
The consultant will be responsible to bring all necessary laptop and computer accessories.
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant.
Consultant will be required to sign the Health statement for consultants/ individual contractor prior to taking up the assignment, and to document that she/ he has appropriate health insurance.
The Form 'Designation, change or revocation of beneficiary must be completed by the consultant upon arrival, at the HR Section.
As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEFs General Terms and Conditions for individual contracts.
Risks
The likely risk for the consultancy relate to failure to complete all the tasks defined within the timelines stipulated. To mitigate against the risks, before commencement of the work, the selected organisation will submit a work plan it will or intends to carry out the work. This will be discussed and agreed with all possible challenges likely to be faced identified and addressed.
