RESOLUTION RECOMMENDING SMALL VALUE PROCUREMENT AS AN ALTERNATIVE METHOD

WHEREAS, under the Section 10 of the 2016 Revised IRR of RA 9184, all procurement shall be undertaken through competitive bidding except as provided in Rule XVI – Alternative Methods of Procurement;

WHEREAS, Section 53 of 2016 Revised IRR of R.A.9184 provides that:
“Negotiated procurement is a method of procurement of Goods, Infrastructure Projects and Consulting Services, whereby the Procuring Entity directly negotiates a contract with a technically, legally and financially capable supplier, contractor or consultant x x x .”

WHEREAS, Section 53.9 of the same 2016 Revised IRR provides that:
“Small Value Procurement – Procurement of Goods, Infrastructure Projects and Consulting Services where the amount does not exceed the threshold prescribe in Annex “H” of this IRR; Provided, that in case of Goods, the procurement does not fall under Shopping in Section 52 of this IRR.”

WHEREAS, Annex H.IV.8bii. of the same 2016 Revised IRR provides that:
“The BAC shall prepare and send RFQS/RFPS to at least three (3) suppliers, contractors or consultants of known qualifications. This, notwithstanding, there who responded through any of the required posting shall be allowed to participate. Receipt of at least one (1) quotation is sufficient to proceed with the evaluation thereof.”

WHEREAS, The Approved Budget for the Contract for the Rehabilitation of Open Canal at Brgy. Bago, Ibaan, Batangas is Ninety Nine Thousand Four Hundred Fifty Seven Pesos and 68/100 Only (P 99,457.68).

NOW THEREFORE, We, the Members of the Bids and Awards Committee, hereby RESOLVE as it is hereby RESOLVED to recommend Negotiated Procurement-Small Value Procurement as an alternative method for the Rehabilitation of Open Canal at Brgy. Bago, Ibaan, Batangas.
