REQUEST FOR INFORMATION NOTICE FOR CONSULTANTS 

Technical assistance for the implementation of an interactive digital platform of the labor market information 

RFI/MCA-M/EW- 22/Compact 
On November 30, 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity. 
The budget allocated by MCC to Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco). 
In the implementation of the « Employment » activity of the « Education and Training for Employability » Project, MCA-Morocco (Agence MCA-Morocco) intends to launch a request for proposals to select a Consultant to implement an interactive digital platform for the labor market information. 

By way of this notice, and prior of advertising the above-mentioned consultation, MCA-Morocco invites Consultants to formulate comments on the proposed terms of reference, and eventually to propose changes to integer technical aspects and innovative solutions to digitalize access to information on the labor market. 
Please note that this is an English translation of a notice originally drafted in French. Please note that all communication and solicitation documents related to this notice will be conducted in French. 


The overall objective of the service, subject of the terms of reference submitted for consultation, is to: 

1) Improve visibility and facilitate access to labor market databases that link employers to potential employees, including: i) profiles of job seekers ranked by skill / qualifications, experience and location and; (ii) job vacancies / job opportunities classified according to professional qualifications, branches / sectors of economic activity, geographical location, etc. ; 

2) Improve visibility and facilitate the sharing and access to qualitative information on the labor market (provisions of the labor regulations on hiring, dismissals, industrial relations, specificities of labor supply and demand, social protection mechanisms, vocational and qualifying training programs, advice for jobseekers, continues training, consistency and eligibility for active employment programs, etc.); 

3) Improve visibility and facilitate the sharing and access to quantitative information on labor supply and demand according to sociodemographic, professional, geographical, sectoral, etc. as well as the metadata of the data sources.
