INVITATION TO TENDER/EXPRESSION OF INTEREST
1.0. INTRODUCTION
Tafawa Balewa square Management Board Lagos, a Parastatal of the Federal
Ministry of Industry, Trade and Investments, in compliance with the 2007
Procurement Act hereby invites interested and relevant companies to participate
in the tendering process towards the improvement of the 2019 Capital Projects
as itemized below:

4.0. MANDATORY REQUIREMENT
All interested participants wishing to submit Tender for any of the above lots
should show evidence if the following:
a. Evidence of Certificate of Incorporation with the Corporate Affairs
Commission (CAC)
b. Evidence of company income tax clearance certificates for the last three
years valid till 31st December, 2019
c. Evidence of current Pension
Compliance Certificate valid till 31st December, 2019
d. Evidence of current Industrial
Training Fund (ITF) compliance certificate valid till 31st
December, 2019
e. Evidence of current Nigeria Social
insurance Trust Fund (NSITF) Compliance Certificate valid till
31st December, 2019
f. Evidence of registration on the National Database of Federal Contractors,
Consultants and service providers by submission of Interim Registration Report
(IRR) expiring on 31/01/2020 or valid Certificate issued by the Bureau of
Public Procurement (BPP)
g. Sworn affidavit disclosing whether or not any officer of the relevant
committees of the Tafawa Balewa Square Management Board or the Bureau of Public
Procurement is a former or present Director, Shareholder or has any interest in
any bidder and to confirm that all the document submitted are true and correct
in all particulars.
h. Company’s Audited accounts for the last three (3) three ears – 2016, 2017
& 2018
i. Evidence of financial Capacity to execute the project by submission of
reference Letter from a reputable Commercial Bank willingness to provide credit
facility for the execution of the project when needed.
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for
the project; including copies of their Academic /Professional qualifications
k. Verifiable documentary evidence of at least three (3) similar jobs executed
in the last five (5) years including letter of Awards, Valuation certificate,
Job Completion certificates and photographs of the projects
l. All bidding documents for submission must be transmitted with a
Covering/Forwarding Letter under the company’s Letter Head paper bearing
amongst other, the Registration Number (RC), as issued by the Corporate Affairs
Commission (CAC), contact Address, Telephone Numbers (preferable GSM No.) and
valid e-mail address and official company’s address. The letterhead Paper must
bear the Names, Nationalities and telephone number of the Directors of the
Company at the bottom of the page, duly signed by the authorized officer of the
firm
5.0. COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the Standard Bidding Document (SBD) from
the office of the Director (Maintenance/Technical Services) of Tafawa Balewa
Square Management Board, TBS Complex, after paying a non-refundable fee
if N10,000.00 (Ten Thousand Naira ) per
lot
6.0. SUBMISSION OF TENDER DOCUMENTS:
Prospective bidders are to submit bid for each of the lot desired, two (2) hard
copies each of the technical and financial bids with softcopy of financial bid
only in MS Excel format, saved in a data-cable USB Drive (Flash Drive) and
packaged separately in sealed envelopes and clearly marked as Technical Bid or
Financial Bid. Thereafter, put the two sealed envelopes together in a bigger
sealed envelope addressed to the Managing Director, Tafawa Balewa Square
Management Board, TBS Complex, Lagos.
Submissions must be made not later than 2:00 noon, Monday, 7th October, 2019.
Prospective bidder for Category B, are to submit three hard copies of their Expression of interest on each desired lot in sealed envelope with the lot number and name of the project boldly written on the reversed side if the sealed envelope an addressed to the Managing Director, Tafawa Balewa Square Management Board TSB Complete, Lagos.
Submission of expression of interest must be made not later than 12:00 noon Monday 16th September, 2019. Thereafter only successful bidders will proceed to the submission of three (3) hard copies of their technical and financial proposal with soft copy of their technical and financial proposal properly saved in a data-cable USB drive (Flash drive) and packaged separately in sealed envelopes and clearly marked as Technical Proposal and Financial Proposal with the lot number and name of the project boldly written on the reversed side if the sealed envelope an addressed to the Managing Director, Tafawa Balewa Square Management Board TSB Complete, Lagos. Submissions of Technical and Financial Proposal must be made not later than 2:00 noon, Monday, 7th October, 2019.
Furthermore, the reverse of each sealed envelope should have/bear the name and address of the bidder and drop/deposit same in the designated Tender Box in the Managing Directors, office not later than 12:00 noon of Monday, 7th October, 2019.
7.0. OPENING OF BID
The technical bids for category A will be opened immediately after the deadline
for submission at 12 noon, Monday 7th October, 2019 at the Conference Room of
Tafawa Balewa Square Management Board TSB Complex, Lagos in the presence of
bidders of their representatives, while the financial bids will be kept
unopened. The expression of interest for category B will be opened immediately
after the deadline for the submission at 12:00 noon of Monday 9th September,
2019 and technical proposals at 12:00 noon, Monday 7th October, 2019,, both at
the Conference Room of Tafawa Balewa Square Management Board, TSB complex,
Lagos in the presence of bidders or their representative, while the financial
proposals will be kept unopened. Please ensure that you sign the Bid Submission
register in the Office of the Managing Director, as Tafawa Balewa Square
Management Board, will not be held for misplaced or wrongly submitted
8.0. GENERAL INFORMATION
1. Bids must be in English Language and signed by an official authorized by the
bidder
2. Bids submitted after the deadline for submission would be returned un-opened
3. Bidders should not bid for more than two (2) lots
4. All cost will be borne by the bidders
5. All pre-qualified bidders in Category A will be contacted at a later date
for financial bid opening while bid of un-successful bidders will be returned
un-opened
6. Shortlisted bidders in category B will be invited to submit Request for
Proposal; (RFP)
7. The Tafawa Balewa Square Management Board is not bound to prequalify any
bidders and reserves the right to annul the Procurement process at any time
without incurring the liabilities in accordance with section 28 of the Public
Procurement Act 2007.
