The UNICEF National Committee represent the organization in industrialized countries, raising funds and advocating for the implementation of the Convention on the Rights of the Child domestically and globally.
In recent years, the political environment that many National Committees operate in has changed, becoming more indifferent or even hostile towards UNICEF’s messages. Several countries experience shifts to the right, anti-immigrant rhetoric and/or a more polarized political debate. Not only does this hinder progress, it also endangers laws and measures that support child rights that are already in place. Even in countries without such developments, the changes in the international political environment and pressures on multilateralism can be seen.
UNICEF’s advocacy is required more than ever to protect child rights. To do so, UNICEF’s advocacy efforts need to adjust to these challenges in a strategic, systematic, innovate and creative way to continue achieving the change for children that is urgently needed.
The Advocacy Team in UNICEF’s Private Fundraising and Partnerships Division supports the National Committees in their policy advocacy, providing guidance, strategic advice and capacity building. In the past year, the Advocacy team has been supporting National Committees to adapt to the challenging political contexts through the development of more nuanced strategies and tactics.
PFP Advocacy Team aims to support National Committees to develop more nuanced and effective advocacy strategies based on strong audience (political and public) insights that help the National Committees to achieve their policy objectives in challenging political contexts. The PFP Market Knowledge team will provide these insights. A stronger audience focus will help to attract greater numbers of supporters by focusing on a segment of the “moveable middle” in National Committee countries, in an effort to turn neutral attitudes toward migration into positive ones. The in-sights will also help us to understand how to better engage our political audiences in challenging political contexts and/or polarizing issues.
In order to develop a guidance note based on audience in-sights that will help National Committees find concrete solutions for the way forward, the PFP Advocacy Team is organizing a 2-day meeting from 24-25 September 2019.
How can you make a difference?
For the reasons mentioned above, a consultancy is established to
develop a guidance note for National Committees on advocacy in challenging
political contexts based on:
• audience in sights,
• experience and contribution from National Committee staff during the two-day
Advocacy meeting in September and
• interviews with experienced advocacy specialists (within UNICEF and
externally).
MAIN TASKS
His/Her main responsibilities will include:
§ Mapping exercise: Independently conduct a mapping exercise to assess the advocacy challenges being faced by Natcoms and best practices. Carry out desk research and interviews to compile information regarding National Committee work on advocacy in challenging political situations. This will entail consultation with the NatComs, PFP Advocacy team, PPD, PD and DOC. Virtual communication is to be foreseen as key method of acquiring information.
§ Collection of information on audience-insights: as part of the information gathering, the consultant will gather all documentation available from PFP Market Knowledge and other relevant external sources. Output will be a deck with these materials, classified in a user-friendly manner.
§ Analysis of the outcome and production of a final report: Beyond the mapping itself, the consultant will be asked to provide an in-depth analysis of the results, including identification of best practices and risks, and guidance on how to better conduct advocacy in challenging political contexts.
§ Sharing the results: Facilitate the dissemination of the results among relevant identified stakeholders, to share and explain the guidance note. (Format of the dissemination is TBC - it may be done via webinars and/or in person meeting).

Develop a Guidance Note on Advocacy in Challenging Political Contexts which includes:
• The Guidance Note with key research, examples and findings
• Executive Summary/Overview of the comparative report (5 to 8 pages)
• PowerPoint presentation/talking points on the findings and recommendations of
the Guidance Note

ESTIMATED DURATION OF THE CONTRACT AND PROPOSAL:
Full-time, 40 working days from 16 September 2019 to 8 November
2019
REPORTING TO:
The consultant will report to the Advocacy and Policy Specialist in the
Advocacy Unit, Country Relations.
WORK PLACE:
Flexible, but the incumbent should spend at least four days in
Geneva in order to ensure attendance at the two-day meeting and coordination
with PFP Advocacy team. The incumbent will be expected to provide his/her own
IT equipment.
To qualify as an advocate for every child you will have…
§ Master’s degree in politics, public policy, communication, human rights, development studies or related field.
§ Minimum of 15 years’ professional experience, out of which at least 10 years in research, consulting, advocacy strategy development, and policy in international development or human rights.
§ Experience working on child rights is highly desirable.
§ Familiarity with advocacy in challenging political contexts or on polarizing issues
§ Excellent writing, communication and presentation skills.
§ Analytical and conceptual thinking.
§ Ability to work independently and within a set time frame
§ Fluency in English is required, communication skills in other European languages is desirable.
§ Experience in working within the UN, including with UNICEF and in contact with National Committees, is highly desirable.
