Le Gouvernement du Sénégal (« Gouvernement » ou « GdS ») a été sélectionné pour le don du Millennium Challenge Corporation (« MCC »), dénommé Compact, et envisage allouer une partie des recettes du fonds aux paiements des contrats de biens, travaux et services. Le Compact comprend un investissement de MCC d’environ 550 millions de dollars et une contribution supplémentaire du Gouvernement de 50 millions dollars américains pour un montant global de 600 millions de dollars américains. Il comprend trois projets :

• Le projet « Modernisation et renforcement du réseau de transport de Senelec » a pour objectif de fournir de l’électricité de qualité à partir de sources, à faible coût, disponibles pour que Senelec satisfasse la demande croissante sur le réseau interconnecté au Sénégal ;
• Le projet « Elargissement de l’accès à l’électricité dans les zones rurales et péri-urbaines » vise à augmenter l’offre et la demande en électricité de qualité dans les zones rurales et péri-urbaines du Sénégal ;
• Le projet « Cadre propice et de renforcement de capacités des acteurs du secteur de l’électricité » a pour l’objectif de créer un cadre propice à l’amélioration de la viabilité financière et à la bonne gouvernance du secteur pour une fourniture de l’électricité en quantité et en qualité.
Le contrat listé ci-dessus et financé dans le cadre du Compact sera mis en œuvre conformément aux principes, règles et procédures énoncés dans les directives de passation des marchés de MCC “MCC Program Procurement Guidelines – PPG” accessibles à travers le site web de l’UCF MCA-Sénégal (www.ufc-mcasn.com) et celui du MCC https://www.mcc.gov/resources/doc/program-procurement-guidelines. Le Gouvernement est représenté dans l'exécution de cette DP par l'UFC-MCA Sénégal en attendant la création du Millennium Challenge Account du Sénégal ("MCA-Sénégal II"). En conséquence, l'UFC-MCA Sénégal exécutera ce contrat au nom du Gouvernement. Cette Lettre d’invitation vient compléter l’Avis général de passation des marchés qui a été publié sur dgMarket le 06 Juin 2019, dans la base de données en ligne UN Development Business (« UNDB ») du 31 mai 2019, sur le site Internet de l’Entité MCA www.ucf- mcasn.com le 28 Mai 2019 et dans la presse locale, le quotidien « Le soleil » le 31 Mai 2019.
L’Entité MCA s’attend à ce que les cabinets de consultants légalement constitués présentent les Services de Consultants référencés ci-dessus (« Propositions »). De plus amples informations sur ces Services de Consultants sont données dans les Termes de référence.
La présente DP est ouverte à toutes les entités éligibles (« Cabinets de Consultants ») souhaitant y participer. Sous réserve des restrictions énoncées dans la DP, les consultants peuvent s’associer à d’autres consultants en vue d’optimiser leur capacité à exécuter le contrat avec succès.
Un Consultant sera sélectionné en vertu de la méthode de Sélection Basée sur la Qualité et le Coût (SBQC) : procédure d’évaluation dont les étapes sont décrites dans les sections de la DP conformément aux « Directives sur la passation des marchés du Programme de MCC » disponibles sur le site web de MCC (www.mcc.gov/ppg). The Government of Senegal (“GoS”) has been selected for the Millennium Challenge Corporation (“MCC”) Grant (“Compact”) and plans to allocate a portion of the proceeds of funding to the payment of contracts for goods, services and works. The Compact includes an investment of about USD 550 million from MCC and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million. It focuses on three major projects:
• The «Modernizing and strengthening of SENELEC transmission network Project” aims to provide quality electricity from the lowest cost sources available to Senelec to meet the growing demand on the interconnected network in Senegal;
• The “Increasing Access to Electricity in Rural and Peri-urban Areas Project” aims to increase the quality electricity supply and demand in rural and peri urban areas in Senegal;
• The “Power Sector Enabling Environment and Capacity Development Project” has as objective to create an environment favorable to improvement of the financial viability and good governance of the sector for a better quality and quantity electricity supply.
The contract listed above and funded under the Compact will be implemented in consistence with principles, rules and procedures set forth in MCC Procurement Guidelines (PPG), which can be found on UFC MCA-Senegal web site (www.ufc-mcasn.com) and MCC web site https://www.mcc.gov/resources/doc/program-procurement-guidelines. The Government is represented in the implementation of this RFP by UFC-MCA Senegal until such time as Millennium Challenge Senegal is established (MCA Senegal II) As a result, UFC-MCA Senegal will implement this contract on behalf of the Government. Submissions for which financial proposals are not password-protected will be rejected
. However, if a bidder decides to submit a password-protected technical proposal, the password of the technical proposal should be sent to the Procurement Agent at (MCAPASenegal@cardno.com) not later than September 30, 2019 and 15 minutes before the date and time indicated in the specific data of the RFP.
Late proposals will be considered at all.
