Die Auftraggeberin vergibt öffentliche Aufträge für Leistungen in der Schweiz nur an Anbieterinnen und Anbieter, welche die Einhaltung der Arbeitsschutzbestimmungen und der Arbeitsbedingungen für Arbeitnehmer und Arbeitnehmerinnen sowie die Lohngleichheit für Mann und Frau gewährleisten. Als Arbeitsbedingungen gelten die Gesamtarbeitsverträge und die Normalarbeitsverträge und, wo diese fehlen, die tatsächlichen orts- und berufsüblichen Arbeitsbedingungen. Wird die Leistung im Ausland erbracht, so hat der Anbieter zumindest die Einhaltung der Kernübereinkommen der Internationalen Arbeitsorganisation (ILO-Kernübereinkommen) nach Anhang 2a der Verordnung über das öffentliche Beschaffungswesen (VöB; SR 172.056.11) einzuhalten.

Die Post CH AG behält sich vor, die Angebote zu verhandeln. Zu den abschliessenden Verhandlungen werden nur noch diejenigen Anbieter eingeladen, deren Angebote noch eine reelle Chance auf den Zuschlag haben (Stand vor Verhandlungen) und welche die Eignungskriterien gemäss Ziffer 3.7 sowie die Technischen Spezifikationen gemäss Anforderungskatalog erfüllen. Die Post weist die Anbieter daher ausdrücklich darauf hin, von Beginn weg das beste Angebot einzureichen.

Die abschliessende Auswertung und Rangierung der Angebote für die Zuschlagserteilung findet nur noch unter den verhandelten Angeboten statt. Demgemäss erhält im Rahmen der Schlussbewertung des Zuschlagskriteriums „Wirtschaftlichkeit (Preise)“ dasjenige Angebot die Maximalpunktzahl, welches unter den verhandelten Angeboten nach Abschluss der Verhandlungen den tiefsten Gesamtpreis für den Leistungsgegenstand ausweist.

Die Anbieter werden gebeten, die Fragen zu den Anforderungen im Online-Evaluationstool „DecisionAdvisor“ zu beantworten. Die Beantragung eines Zugangs (Benutzername und Passwort) auf den „DecisionAdvisor" erfolgt gemäss der Anleitung, welche im simap.ch als Anhang Nr. 04 publiziert ist.

Geheimhaltungsverpflichtung:
Alle Unterlagen sind absolut vertraulich zu behandeln. Die Dokumente dürfen weder kopiert noch in irgendeiner Form an Dritte weitergegeben werden. Falls die Dokumente zwecks Einreichung eines Angebotes zwingend Dritten vorgelegt werden müssen, so sind auch diese zur strikten Wahrung der Vertraulichkeit anzuhalten.
