Scope of Work:
The conduct of assessment and evaluation shall be conducted in CY 2013-2016 established plantations with 100 hectares and above and the First Party should submit a Notarized Report within 15 days after the evaluation considering the following parameters:
1. Survival rate of the seedlings planted using the Grid Index Feature and Random Point Selection Feature.
2. Extent of area planted - total area covered by the contract
3. Observed and record the total area planted, spacing, species planted and the health of the planted seedlings in each plot
Qualification of the consultants/3rd Party Evaluator:
The consultants/3rd party evaluator may come from the following:
Ø State Universities and Colleges (SUCs)
Ø Non Government Organizations (NGOs) or Civil Society Organizations (CSOs) engaged in environment or forestry advocacies
Ø Local Government Units (LGUs)
Ø Should not assess the NGP area that it develop under a MOA with the DENR
Ø Must possess the minimum requirements set forth by RA 9184 for rendering consultancy services to the government, as follows;
a. Consultants shall be hired on the proven expertise, experience and capability.
b. In order to manifest trust and confidence in and promote the development of Filipino consultancy, Filipino consultants shall be hired whenever the services required for the project are within the expertise and capability of the Filipino consultants: Provided, however, That in the event Filipino consultants do not have the sufficient expertise and capability to render the services required under the project, as determined by the Head of the Procuring Entity, foreign consultants may be hired.
c. In the hiring of foreign consultants, all pertinent laws and regulations of the Philippines shall be followed.
d. Technology and knowledge to the procuring entity shall be required in the provision of the consulting services, where applicable.
