Detailed Information for Advertisement Specific Procurement Notice Request for Bids Goods (One-Envelope Bidding Process) Country: Kyrgyz Republic Name of Project: Enhancing Resilience in Kyrgyzstan Contract title: Development of Routine Management Body (CMC): Satellite Equipment Loan No./Credit No./ Grant No.: IBRD Loan No. IDA62380, GRANT IDA D3180 RFB Reference No.: KG-G/RFB-04A The Kyrgyz Republic has received financial support from the World Bank towards the cost of the Enhancing Resilience in Kyrgyzstanproject and intends to apply part of proceeds towards payments under the Contract for Development of Routine Management Body (CMC): Satellite Equipment. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. Hereby, the Ministry of Emergency Situations of the Kyrgyz Republic invites eligible bidders to submit tenders in sealed envelopes for the supply of satellite equipment for the development of the daily management body (CCM). Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations, that meet the following minimum qualification criteria: The Bidder must have completed at least one (1) successful contract with amount of not less than 35,000 (thirty-five thousand) US dollars during the past five (5) years. This contract shall include supply of similar the goods and services. Interested eligible Bidders may obtain further information from Project Implementation Unit under the Ministry of Emergency Situations of the Kyrgyz Republic, Mrs. Toktorbaeva Zhyldyz, PIU Director, e-mail: erikprocurement@gmail.com and inspect the bidding document during office hours 09-00 to 18-00 hours at the address given below. The bidding document in English and/or Russian may be received by interested Bidders upon the submission of a written application to the address below without charge. The document will be sent by electronic mail[1]. Bids must be delivered to the address below on or before 14-00 (Bishkek time) September 25, 2019. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 14-00 (Bishkek time) September 25, 2019. All Bids must be accompanied by a Bid Security in amounts of 1,000 (one thousand) US dollars or the equivalent in Kyrgyz soms at the rate of the National Bank of the Kyrgyz Republic 28 days before the opening date of tender applications.
