FOR
REHABILITATION OF SITIOS MABILONG AND MALNAY POTABLE WATER SYSTEM

The MUNICIPAL GOVERNMENT OF VILLAVICIOSA, ABRA, through 20% Development Fund intends to apply the sum of Three Hundred Fifty Thousand Pesos only (Php350,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract project Rehabilitation of Sitios Mabilong and Malnay Potable Water System , Barangay Lumaba, Villaviciosa, Abra. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The MUNICIPAL GOVERNMENT OF VILLAVICIOSA, ABRA now invites bids for Rehabilitation of Sitios Mabilong and Malnay Potable Water System, Barangay Lumaba, Villaviciosa, Abra. The works consist of Clearing and Grubbing, Transmission pipelines, cable installation and construction supervisor. Completion of Works is required 14 c.d. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in the ITB.

2. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA9184), otherwise known as “Government Procurement Reform Act”.

3. Interested bidders may obtain further information from Local Government Unit of Villaviciosa, Abra and inspect the Bidding Documents at the address given below from 8:00 am. to 5:00 p.m.

4. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand pesos (Php5,000.00).

5. The MUNICIPAL GOVERNMENT OF VILLAVICIOSA, ABRA will hold a Pre-Bid Conference on August 21, 2019 at 10:00 a.m. at Bids and Awards Committee Office, Villaviciosa Municipal Building, Villaviciosa, Abra which shall be open only to all interested parties who have purchased the Bidding Documents.

6. Submission of Letter of intent is on or before September 2, 2019 at the BAC secretariat office.

7. Bids must be delivered to the address below on or before September 2, 2019 at 10:00 a.m. at Bids and Awards Committee Office, Villaviciosa Municipal Building, Villaviciosa, Abra. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB.
Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The Local Government of Villaviciosa, Abra assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

9. The LOCAL GOVERNMENT OF VILLAVICIOSA, ABRA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
